Using 2015 data from the U.S. Drug Enforcement Administration, we calculated the number of people per outdoor marijuana plant seized in each state. While it may seem counterintuitive, a higher number is better for this factor, as it indicates favorable growing conditions for marijuana.

10. Atlanta, GA.

Passage of the Sacramento ordinance in February made the city the largest city in California to embrace large-scale cultivation of medical marijuana, according to local TV station KCRA.

Average annual sunshine: 56% Average annual precipitation: 44.9 inches Average annual high temperature: 68 degrees Population density per square mile: 2,040 Medical marijuana legal: No Recreational marijuana legal: No Number of people in state per 1,000 seized marijuana plants grown outdoors: 7.8.

“When picking a location and setting up your [marijuana] garden, remember to plan for security. This means keeping people from finding it, and keeping animals out,” according to Marijuana Growers Headquarters. “Visible plants will bring unwanted attention.”

You don’t want the temperature to be too hot or too cold. Like Goldilocks, you want it to be just right. For optimal growing purposes, we settled on 72 degrees, so the closer a city came to that mark, the higher its score was in that category.

Average annual sunshine: 56% Average annual precipitation: 45.9 inches Average annual high temperature: 61 degrees Population density per square mile: 1,792 Medical marijuana legal: Yes Recreational marijuana legal: No Number of people in state per 1,000 seized marijuana plants grown outdoors: 9,160.

Given the rising national interest in pot and our obsession here at LawnStarter with plants of all kinds — including the weeds that invade our lawns — we thought it would be cool to pinpoint where the best places are to grow weed (the kind you smoke) outdoors.

Editor’s note: We don’t condone growing marijuana indoors or outdoors in places where it’s illegal. Our ranking is meant to be a conversation starter rather than a blueprint for where to grow marijuana.

11. Indianapolis, IN.

Once we weighed the seven factors for the 50 largest metro areas in the U.S., Sacramento, CA, claimed the top pot spot. However, this doesn’t mean you immediately should begin cultivating pot plants if you’re in the Sacramento area.

With Sacramento at the front of the pack, here’s our ranking of the 12 Best Cities for Growing Marijuana Outdoors.

Average annual sunshine: 56% Average annual precipitation: 47.3 inches Average annual high temperature: 70 Population density per square mile: 1,721 Medical marijuana legal: No Recreational marijuana legal: No Number of people in state per 1,000 seized marijuana plants grown outdoors: 6.8.

“It’s phenomenal that a conservative town like Sacramento chose to recognize this industry instead of pretending that it’s not there like a lot of other local governments do,” Nate Bradley, executive director of the California Cannabis Industry Association , told KCRA.

As for growing medical marijuana, it’s permitted in Alaska, Arizona, California, Colorado, Hawaii, Maine, Massachusetts, Michigan, Montana, Nevada, New Mexico, Oregon, Rhode Island, Vermont and Washington, according to Armentano.

In Alaska, Colorado, Oregon and the District of Columbia, adults can grow marijuana for recreational use, says Paul Armentano, deputy director of NORML , a group that favors pro-marijuana laws. In these four places, laws don’t make a distinction between indoor and outdoor marijuana growth, he says.

Where the Weed Grows Best.

If you’re cultivating marijuana outdoors, you probably don’t want your neighbors — or anyone else — to know about it. For this factor, a lower number is better.

Average annual sunshine: 63% Average annual precipitation: 43.6 inches Average annual high temperature: 70 Population density per square mile: 1,937 Medical marijuana legal: No Recreational marijuana legal: No Number of people in state per 1,000 seized marijuana plants grown outdoors: 233.3.

Nationwide, legal sales of marijuana reached $5.7 billion in 2015, up from $4.6 billion the previous year, according to a report from ArcView Market Research . For 2016, the market is projected to grow to $7.1 billion. And by 2020, ArcView says, sales of legal marijuana in the U.S. could top $22 billion.

Plants typically need water to grow, right?

Average annual sunshine: 64% Average annual precipitation: 53.7 inches Average annual high temperature: 73 degrees Population density per square mile: 2,132 Medical marijuana legal: No Recreational marijuana legal: No Number of people in state per 1,000 seized marijuana plants grown outdoors: 6.8.

However, the marijuana-growing landscape likely has shifted since then, as four states — Alaska, Colorado, Oregon and Washington — along with the District of Columbia have legalized both recreational and medical marijuana in recent years. This November, voters in Arizona, California, Maine, Massachusetts and Nevada will vote on legalizing recreational marijuana, CNN says.

Most plants, including marijuana, don’t grow well without sunlight.

If a metro area is in a state where medical marijuana is legal, it got a 5 percent bump. If it’s in a state where recreational marijuana is legal, it got another 5 percent bump. A state’s stance on marijuana legalization is one barometer of its attitude toward growing pot outdoors.

The official announcement was made on Friday by the Minister of Justice, Sam Tanson, during a press conference on reducing drug-related crime.

The leaf that Luxembourg will allow at home.

The selling of cannabis seeds will also be possible in shops and online without limits on the level of tetrahydrocannabinol (THC), the psychoactive component of cannabis.

“We want to start by allowing people to grow it at home. The idea is that a consumer is not in an illegal situation if he consumes cannabis and that we don’t support the whole illegal chain from production to transportation to selling where there is a lot of misery attached. We want to do everything we can to get more and more away from the illegal black market.”

According to the Luxembourg government’s announcement on Friday, the new legislation is intended to address the problem of drug-related crimes by introducing fundamental changes in the country’s approach to recreational cannabis use and cultivation.

The new measures on domestic production and consumption, according to the minister, are the first steps on the way to state-regulated production and distribution, the revenues of which would be used for addiction prevention, education and health care.

“A first in Europe! The Ministers of Justice and Internal Security announced on Friday morning that each Luxembourg household will be able to have four cannabis plants,” the paper adds.

The decision by the small but financially powerful European country to legalize the production and consumption of the drug is a milestone on the continent where even the Netherlands — which paradoxically allows cannabis sales and consumption in authorized ‘coffee houses’ but bars its possession and sale.

“We thought we had to act,” she said. “We have an issue with drugs, and cannabis is the drug that is most used and is a large part of the illegal market.

“Luxembourg will tolerate the cannabis culture” blared The Luxembourger Wort , the country’s main daily newspaper.

Consumption will only be legal within the household, although fines for the possession of maximum three grams in public will be reduced considerably from the current fine of up to €2,500 to as little as €25.

Luxembourg will become the first country in Europe to allow home-grown cannabis.

For the first time in Europe, Luxembourg has passed laws that will allow residents aged 18 and over to grow up to four cannabis plants legally in their house or garden exclusively for personal use.

This is “a first step in our project to legalize recreational cannabis,” Tanson said. Further measures will be taken in 2023.

The current coalition government’s more ambitious cannabis decriminalization project had been rejected numerous times in the past, mostly due to international pressure, according to the local media.

The Grand Duchy of Luxembourg joins only two other countries in the world — Uruguay and Canada — and 11 states in the U.S. that have legalized the cultivation and distribution of cannabis.

The legislation still faces a vote in the Chamber of Deputies and is expected to take effect in early 2022.

Next on the list of countries that grow the best weed is Afghanistan. As you can see, legally it couldn’t be anymore different from the Netherlands. However, it still remains one of the biggest producers of weed in the world. Not only that, the climate is wonderful for growth. In fact, botanists believe that weed may have originated in Afghanistan. Essentially, If you get the chance to try some Afghan Kush, don’t turn it down.

Jamaica.

It would be ridiculous if Jamaica, the birthplace of Bob Marley, didn’t make it to the list for the top 10 countries that grow the best weed. Rastafarians enjoy the dry herb as part of their religious practices, especially as of 2015 when it was decriminalised. Not only has Jamaica got a marijuana history to its core, it’s also got an incredible climate for growth.

The best weed is also down to the amount of light it gets. As any GCSE science student knows, plants grow towards the light . So the type of light or the position of the light will vary the growth, size and shape of the cannabis plant. If the plant doesn’t get much light, it won’t produce buds. The best places are the ones where the weed can get a healthy amount of light, consistently.

And then there’s the United States of America, a young country but definitely not shy with its best weed production. America is split into 50 states, and each of them has varying approaches to cannabis legalisation, therefore really we aren’t speaking of the entirety of the US. For example, I doubt very much that Ihaho would be a good place to go for the best weed, with its one year jail time for possession of less than 3 ounces of dry herb. However, California has legalised marijuana and its places like this that put the USA on the best weed map. If you want to know more about the legalisation of marijuana in the USA then check out: Is weed legal in America?

The Netherlands is widely known as the weed capital of the world. Amsterdam has the biggest cannabis tourist industry in the world and therefore it’s no surprise that they’re first on the list. Netherlands is nothing special when it comes to climate, in fact, it’s pretty similar to the UK. It’s basically meh. But the fact weed is legal means that producers are able to create the perfect climate to grow the best weed. Not only that, but the variety of cannabis in the Netherlands is so varied. If you don’t believe us, head to a coffee shop as soon as you can.

It’s a common misconception that marijuana enjoys growing in extreme conditions. Actually, in regards to temperature, if it’s good for you, then it’s probably good for it. Cannabis flourishes at a temperature of around 19 degrees to 30 degrees. And this can vary depending on whether the plant is flowering or still in a vegetive state. Therefore, sometimes the best weed can come from places that can control the heat manually.

Another on the list that perhaps you wouldn’t have considered is Kazakhstan. Kazakhstan grows the best weed because, like Afghanistan, many believe that marijuana was birthed there. In fact, the weed in Kazakhstan makes up for 97% of Central Asia’s supply. Although cannabis is illegal in almost every way in the country, the Chuy Valley – a 32,000 square kilometre open space – has up to 1 million acres of wild cannabis growing there. Put that in your pipe and vape it .

Another strict country on the top 10 countries best weed list. This time It’s Nigeria. Despite the fact that marijuana is strictly illegal in Nigeria, over 10% of the adults in the country use it. Supposedly in 2019, Nigeria topped the list for most weed consumed out of all the nations. Whether you agree with their weed policy or not, there must be something good going on over there.

The best weed is also created by a good airflow or breeze going through the plan consistently. It’s this reassuring breeze that reduces pests on the plant, and also stops any mildew building up.

Up next is Mexico, the land where weed legislation is just around the corner. Medicinal marijuana was very recently implemented in Mexico, and now makes the country the world’s biggest national cannabis market (in terms of population). Not only that, but the climate is perfect to grow the best weed. Some of the greatest strains include Mexican Sativa, Chronic and Kush. In fact, the term ‘marihuana’ is actually a Mexican phrase.

Colombia is a country that is often mentioned when speaking about the likes of cocaine, but weed also gets a mention here. With Colombia’s drug trafficking issues, weed has become decriminalised in an attempt to combat this. The combination of eased restrictions and perfect climate has meant that Colombia makes the top 10 list for countries who grow the best weed.
